Z całą pewnością dotarła do Państwa wiadomość o pracach Rządu nad zmianami projektu ustawy o Lasach Państwowych!
Obecny Rząd podjął kolejną, oczywiście bez jakiegokolwiek rozgłosu i jakichkolwiek konsultacji społecznych – próbę pozyskania nowych wpływów środków finansowych do budżetu państwa, ale kosztem destabilizacji Polskich Lasów Państwowych.
Ministerstwo Środowiska na stronie internetowej zamieściło projekt ustawy w której czytamy, że Polskie Lasy Państwowe (1/4 terytorium kraju) z wypracowanych środków własnych mają odprowadzać do budżetu państwa po 100 milionów złotych rocznie z tym, że w roku 2014 i w roku 2015 danina ta ma wynieść po 800 milionów zł. Całe oszczędności Polskich Lasów Państwowych gromadzone w ostatnich latach, mające służyć trwałości ich użytkowania mają zostać przekazane do budżetu państwa. Nie uratuje to budżetu państwa ale zdestabilizuje system finansowania Polskich Lasów Państwowych. W krótkim czasie okaże się, że Polskie Lasy Państwowe są bankrutemw Państwowych gromadzone w ostatnich latach, mające służyć trwałości ich użytkowania mają zostać przekazane do budżetu państwa. Nie uratuje to budżetu państwa ale zdestabilizuje system finansowania Polskich Las i należy je poddać restrukturyzacji, a więc prywatyzacji. Prywatyzacja a czyli sprzedaż Polskich Lasów Państwowych to poważny zastrzyk pieniężny dla konającego budżetu ale to równocześnie śmierć dla Polskich Lasów Państwowych i roli tych lasów dla całego społeczeństwa.
Prywatyzacja lasów to proces budzący wątpliwości pod każdym względem – społecznym, ekonomicznym i moralnym. Lasy Państwowe to dziś państwowe przedsiębiorstwo, zatrudniające ponad 24 tys. osób, które jako pierwsze odczują zmianę właściciela. W następnej kolejności sprzedaż lasów dotknąć może resztę społeczeństwa.
Czy po tej transakcji do lasu będą mogli wejść tylko ich właściciele?
Dotychczasowy sukcesy Polskich Lasów Państwowych to pochodne polityki prowadzonej od 1924r. U podstaw tej decyzji leżały między innymi dwie zasady: zasada wzrostu zasobów leśnych przy ich użytkowaniu przez społeczeństwo i zasada samofinansowania. Zgodnie z tymi zasadami Polskie Lasy Państwowe mają nie obciążać budżetu państwa i równocześnie płacąc podatki i tworząc miejsca pracy, stymulować rozwój gospodarczy. Służyć mają każdemu z nas poprzez zapewnienie dobrego powietrza, dobrej wody, możliwości rekreacji oraz pełnego dostępu do owoców leśnych i grzybów. Pozwalają korzystać ze swoich zasobów przyrodniczych, zasoby te służą Polakom i jest ich coraz więcej. Dzieje się to głownie z tego powodu że są samowystarczalne finansowo.
Prywatyzacja tak cennego podmiotu, o ile w ogóle powinna nastąpić, wymaga wcześniejszej debaty społecznej, być może nawet referendum. Rząd nie może z powodów czysto księgowych, ratując budżet i Ministra Finasów, sprzedawać majątku tak ogromnej wartości. Lasy mają służyć społeczeństwu, a nie łatać dziurę budżetową, do której doprowadzili rządzący, swymi błędnymi założeniami.
Drugim bardzo ważnym społecznym problemem jest zbliżający się termin uwolnienia sprzedaży ziemi rolnej cudzoziemcom. Zniesienie dotychczasowych ograniczeń spowoduje, że od 2016 roku najlepsze przetargi w Agencji Nieruchomości Rolnej będą wygrywać cudzoziemcy zainteresowani kupnem ziemi, zamiast rodzimych rolników. Jest to pesymistyczny scenariusz, ale może się okazać, że na zakup najbardziej atrakcyjnych gruntów rolnych w trybie przetargu Polaków nie będzie stać.
Ilość ziemi rolnej należącej faktycznie do cudzoziemców w Polsce jest owiana tajemnicą. Dopiero po 2016 roku okaże się ile ziemi rolnej kupili cudzoziemcy nieformalnie za pośrednictwem podstawionych osób fizycznych i spółek z ograniczoną odpowiedzialnością (tzw. słupów), które po 2016 roku przejdą oficjalnie pod kontrolę cudzoziemców, a na dzień dzisiejszy są własnością Polaków.
Coraz ważniejszym ograniczeniem w zakupie gospodarstw rolnych przez Polaków jest brak możliwości skorzystania z kredytu preferencyjnego, w przypadku zakupu ziemi rolnej, na zakup której w przeszłości zaciągnięto już kredyt preferencyjny. Takie oferty są najczęściej niedostępne dla statystycznego kupującego, ponieważ koszt obsługi tradycyjnego kredytu jest za wysoki. Obecna sytuacja w rolnictwie oraz struktura dochodowa rolnika, stawia Polskiego Rolnika na pozycji przegranej w stosunku do cudzoziemca z walutą Euro.
Wspieram inicjatorów referendum, czyli Stowarzyszenie na rzecz Zrównoważonego Rozwoju Polski w porozumieniu z członkami Parlamentarnego Zespołu do spraw Zrównoważonego Rozwoju Polski oraz Klub Parlamentarny Prawo i Sprawiedliwość, ktwnoważonego Rozwoju Polski oraz Klub Parlamentarny Prawo i Sprawiedliwość, którzy chcą, aby mieszkańcy zapoznali z planami rządzącego Rządu oraz przedstawianym programem „łatania dziury budżetowej”. Poprzez referendum będziemy mogli jednoznacznie wskazać, na jakich zasadach Naszym zdaniem powinna wyglądać przyszłość Państwowego Gospodarstwa Leśnego Lasy Państwowe i Polskiej Ziemi.
Zwracam się do Państwa o wsparcie idei referendum i umożliwienie wypowiedzenia się wszystkim w tej kluczowej sprawie. Proszę również wszystkich Mieszkańców naszego regionu o pomoc i zaangażowanie, bo tylko razem możemy tą i wiele innych inicjatyw skutecznie przeprowadzić z pomyślnym wynikiem.
